Twenty-five grams is a small, garnish-sized quantity, which is exactly why it almost never converts to a clean cup figure. In all-purpose flour (about 120 g per cup), 25 g is roughly 0.2 cup, or a little over 3 tablespoons. The same 25 g of granulated sugar (about 200 g per cup) is only about 0.125 cup, around 2 tablespoons, because sugar packs much denser. Lighter cocoa powder (about 85 g per cup) stretches 25 g to nearly 0.3 cup. This is the classic lesson of grams-to-cups: identical weight, very different volume.
